RECRUITMENT OF A CONSULTANT FOR THE DEVELOPMENT OF AWAPP TRAINING AND CERTIFIC ATION PROGRAMME FOR SYSTEM OPERATORS OF THE WAPP ICC, CAC
1-The WestAfrican Power Pool (WAPP) isa specialized institution of Economic Community of West African States (ECOWAS) covering 14 out ofthe 15 Member States of this reg ional economic community (Benin, Côte d’Ivoire, Burkina Faso, Ghana, Gambia, Guinea,Guinea Bissau, Liberia, Mali, Niger , Nigeria, Senegal, Sierra Leone and Togo). WAPP is an international organization operating inthe general interest of the regional power network system with a view to ensuring reliable power supply throughout the region. WAPPMembers (summing up to 29) comprise p ublic and private power generation, transmission and distribution entities involved in theoperations of the power network system inWest Africa.
2-The WAPP Information and Coordination Centre (ICC) is anorgan of the WAPP Secretariat that promotes op erational coordination between Transmission Owning/Operating Members through theday-to-day information sharing/exchange between WAP P Operational Coordination Centres.
3-The WAPP ICC currently acts as thecoordinator of the WAPP Interconnected System. This c oordination role is to be enhanced with the delivery of a WAPP CoordinationCentre at Calavi, Republic of Benin. The WAPP will own a nd operate the control centre (but will not operate any physical networkasset) in the region. As part of his mandate, the WAPP ICC will ensure uniformity of training and certificationrequirements across the region including that of WAPP ICC co-o rdination and control centre operators.
4-The WAPPintends to develop a Regional System Operator Certification Programme to co mplement existing training and certification Programmeand promote skilled, qualified and regionally certified System Operators to e nsure a reliable operation of the WAPP InterconnectedPower System.
5- It is envisaged that the System Operator Training and C ertification Programme would provide the overallframework for training and certifying operators based on their designations and cre dentials (according to specific functionalareas of system operations) in operating individual TSO’s as well as collaborating with Control Area Centers, otherTSO’s and the WAPP Information and Coordination Center (WAPP ICC) in ensuring overall reliabi lity of the WAPP InterconnectedPower System.
6-The WAPP Secretariat is seeking the services of an International Consultant to be engaged toguide and advise on the design and implementation of the Training and Certification (T&C) Programme.The interest Consultantcandidate to perform this assignment must have the following minimum competencies:
• Bachelor’ ;s Degree in ElectricalEngineering (Power Systems specialization preferred) or a relevant Engineering related area from an accredit ed College orUniversity and with at least 10 years of practice in Power Systems Operations;
• Experience in developing, impl ementing,and maintaining comprehensive training Programmes for System Operators and Dispatchers;
• Knowledge or familiar wit hreliability standards, System operation training standards, policies, guidelines etc.;
• Good understanding of Power SystemOperations, Reliability Coordination, Power System Switching etc.;
• Progressive and sustained technical competency in Training & Certification relating to Power System Operations;
• Be familiar with the West African region and its electricitynetwork operation;
• Fluent (speaking and writing) in both English and French.
7- The WAPP General Secretariat noo n invites eligible Consultants interested to provide: (i) a signed cover letter of interest demonstrating that they have therequirequalifications and relevant experience to perform the Services; and (ii) a signed, detailed and updated CV.

10-A Consultant will be selected in accor dance with the selection method for individual consultant set out in theBank’s Guidelines: Selection and Employm ent of Consultants by World Bank Borrowers (January2011).
11-The assignment is a 1 year fixed term contract fro m the date of signature of the contract with thepossibility of an additional year extension subject to the performance of the consu ltant and satisfactory evaluation ofWAPP.
